MPs approve nominations for the ANAC board

The Infrastructure Services Commission (CI) approved two government nominations for key management positions from the National Civil Aviation Agency (ANAC) last Monday (19).

Juliano Alcântara Noman was approved as CEO of the National Civil Aviation Authority (ANAC) with 13 votes in favor, 1 against and 1 against. He is the current Deputy CEO and served on a board of the agency (2016-2020). The rapporteur, Senator Rodrigo Pacheco (DEM-MG), supported the name.

During the sabbatical year, Noman stressed that the aviation industry was one of the people responsible for helping the country fight the pandemic at a time when aviation was “practically zero”.

“We had to take a number of steps to save the sector as much as possible and not stop aviation. We have taken a number of actions there, both for general aviation and for airports and large companies, of which I will highlight the maintenance of the logistics corridors with our essential network. In cooperation with the Administrative Council for Economic Defense, the Ministry of Economy, the Airlines and the Ministry of Infrastructure, it was a very big task to keep the logistical corridors functional and we can have human traffic, human traffic, people connected to health, public safety and also equipment that were so necessary for states and cities to fight this terrible pandemic, “said the CEO.

In his opinion, the rapporteur stressed that Noman was also Superintendent for Economic Regulation and Market Surveillance, Special Advisor for Air Transport Services and Manager for Market Surveillance at ANAC. From 2011 to 2016 he was Secretary for Civil Aviation and Secretary for Airports, both in the Civil Aviation Department. From 2005 to 2006 he was also the coordinator in the Secretariat for Economic Monitoring in the former Ministry of Finance.

The committee also approved the appointment of Tiago Sousa Pereira to the position of Director of ANAC in the mandate beginning March 20, 2021 by 13 votes to 1. The nomination was reported by Senator Jayme Campos (DEM-MT). which was favorable to the name.

Pereira pointed out that ANAC is currently viewed as one of the prime references in public administration by the Federal Examination Court (TCU), despite being one of the newest agencies in federal public administration. The candidate stated that he had participated in the institutional strengthening process.

“All of this regulatory development, which the agency has promoted throughout its existence, was unscathed, on the contrary, with an increase in operational reliability. The agency has improved its inspection processes. The Agency and the other civil aviation authorities have placed Brazil in fifth place among the countries where the international standards of the International Civil Aviation Organization are highest, ”said Pereira.

In his opinion, the rapporteur noted that Tiago Pereira has been Deputy Director of the Regulatory Authority since January and, if approved by the Senate, will officially take the place of the resigned Hélio Paes de Barros Júnior.

Pereira was a technician at the Central Bank and is an officer in the Department of Planning, Budget and Administration specializing in public policy and government administration. In the ministry, he carried out several technical analysis activities and was superintendent of institutional planning, where he led the institutional strengthening program.

In 2008 he was admitted to the first competition organized by ANAC, in which he held various functions, and in 2017 he took over the newly created Superintendent for the Economic Regulation of Airports (SRA), which deals with airport concessions.

The nominations will be discussed in the Senate Plenary, which is currently the week of the concentrated effort for the authorities’ vote between October 19 and 21.
